The Committee on Judicial Policy recommends that the Parliament should include into the agenda of the second session of the Verkhovna Rada of Ukraine of the seventh convocation and refer to the Constitutional Court for conclusion in regard to its compliance with the requirements of articles 157 and 158 of the Constitution of Ukraine the bill to amend article 98 of the Constitution of Ukraine (re the authorities of the Counting Chamber)

The bill (Reg. No. 2049) aims at expending competence of the Counting Chamber in the part of giving it the authority to exercise control over revenues to the State Budget which will ensure adequate control over fulfillment of the State Budget of Ukraine.

The draft law suggests the following version of article 98 of the Constitution of Ukraine:

“Article 98. The control on behalf of the Verkhovna Rada of Ukraine over the receipt of funds to the State Budget of Ukraine and their use is exercised by the Counting Chamber.

Organization, authorities and operating procedures of the Counting Chamber are determined by the law.”

People’s deputies believe that bill provisions correspond to the requirements of articles 157 and 158 of the Main Law of Ukraine and do not need further refinement.
